Wevah wrote a script that should convert .strings files form LE to 
BE.  I'm not positive where the breakage is (AppleGlot and AD Viewer 
reading and working with the strings, or nibtool extracting the 
strings from the English nibs, or nibtool putting the translated 
strings back), but as long as the breakage isn't the middle one, you 
can run Wevah's script on your localization environment after the 
Intial Pass and update any bad strings.  (Note here I'm not sure 
which folder you should run the script on, the _NewLoc, the _NewBase, 
or both).

If the problem really is nibtool not extracting some strings from the 
English Camino, there's no good way to fix things other than really 
thorough QA, as Marcello notes.
