I haven't seen such problem on any page. Accented characters looks
OK. Times and Helvetica have been used as a default font (but it may
be due to correctly defined fonts in CSS files of web pages).
It's true that in a past I have seen a problem with accented
characters being replaced by the other font (ie. Arial defined as
primary font but OS X version does not contain CE characters as a
Windows version).
Try to replace Microsoft fonts (Arial, Times New Roman, Verdana,
Courier New, Comic Sans and all that shit) in Mac OS X with fonts
with all Unicode characters and see if a problem persists.
I don't think the problem is in a International preference pane
settings (it's indeed in other cases such a long standing AppleScript
problem).
