"R" is not for Russian market. All 10.4.10 builds have this letter.  
"8R218" is PPC and "8R2218" is Intel. New hardware sometimes introduce  
an enhanced build of the same release, such as "8R2232" and "8R4061a"  
for 10.4.10. With Leopard, it starts at "9Axxx".

Just to clarify, there are no "international" builds (as opposed to  
"US English" or domestic). All Mac OS X builds are international. The  
number of included languages increases with each release. 10.5 adds  
Polish and Portuguese from Portugal. as Igor noted, Russian was added  
in 10.4.7.
