Apparently that file is dead; the real file is 
dom/locales/en-US/chrome/layout/HtmlForm.properties

It gets bundled into Camino.app/Contents/MacOS/chrome/Embed.jar, 
which is why bug https://bugzilla.mozilla.org/show_bug.cgi?id=394105 
is involved.
