No, and for me it was quite tricky to get it, since Apple's developers  
site recognized somehow which system I was using and hid supposedly  
unwanted downloads, such as Xcode 2.5 for Leopard, with no visible way  
to have a complete list available :|. I eventually used the old iBook  
to download the tools.
I have just tried and things seem better now. I now see both Xcode2  
and Xcode3 available.
