I don't know if this link works: you can only download Developer Tools
if you have an ADC Account. You can get the free member ship on their
site (they require cookies...).
If this link doesn't redirect you to the download, go to the downloads
section and there to developer tools. Scroll down a bit and there it
is.
Annotation to what Marcello said about hidden downloads: I see this
entry with 10.5.1 and 10.4.11.
I don't think they use a filter to hide unproper elements, as I'm able
to download Xcode 1.0 here on 10.5.1. Xcode 1.0 surely won't work on
Intel Macs and likely not even on PPC Leopard.
If they block you, too, I, or someone else, since my upload speed
isn't so fast, could upload it for you. But it's 900mb.
