Hi Albert, and welcome!

The "Downloads" key is for the main window 
toolbar button, not for the title of Downloads 
window.

I'm not really sure why the Downloads window 
title is not getting picked up by iLocalize, or 
wasn't picked up by the old AppleGlot, for some 
translations.  I haven't migrated my in-progress 
Arabic translation to iLocalize, but I just 
translated that string, ran an incremental pass, 
and the Downloads window title worked for me. :-|

I think everyone else has addressed all of the other parts of your questions.
