Uhm, I really don't know. I'd say yes, but I'm not sure the results
are fully predictable.
Anyway, you should need XCode 2.5 (basically for its version of
Interface Builder) only later in the process, when you open the
translated .nib files to adjust the position of the translated strings.

Although I'm not 100% sure, you can go on and work without XC2.5 and
expect your work to be kept after you install it.
