[Caminol10n] Better documentation: comments and help request

While I was looking at https://bugzilla.mozilla.org/show_bug.cgi?id=485146 
#c13 (right after sending Camino 1.6.8ML to press),
I decided to write a draft about the state of CaminoL10n  
documentation, which, as you can imagine, has plenty of room for  
improvement.

Of course the "What we want" section must be read as a starting point  
for discussion.

Is anyone willing to help?
While such a proposal could look disrupting in a time when everyone  
should focus on getting Camino 2.0 done, it must be considered that  
we'll all be using our l10n tools and techniques intensively these  
days and there's no better time than this to jot down notes about the  
process.
