I think there is a misunderstanding here.
Conkeror buffers are like tabs, only not shows with a tab, just like
emacs buffers. These buffers are inside only one X window, so only
one frame.
You can open a numbered link (let's say 12) by typing
12 C-return, this will open this link in a new buffer and make it
the actual buffer. There's no way yet to open in background if Í'm
not mistaken. Then you can cycle through actual buffer with the right
shortcut (have a look at buffer related bindings in C-h b).

You can also use the command find-url to open an url as a new buffer.

If I've correctly understood what you're saying, conkeror actually do
what you want it to do, and it was already able to do this a month ago
too ;)
