Note that loading the same URL as the current page is not equivalent to
reloading. First of all, if the current page was obtained from a POST
request, naturally the URL does not capture the post data. Furthermore,
the referrer URL will not be included either.
For that reason, in order for a blank URL to properly mean reload, it
really would have to be special cased, and I simply don't think that
makes sense.
