Use a per-recipient rule for the next hop.

E.g., if you're forwarding on to "joe at example.com", then set up a
per-recipient rule for "joe at example.com" which turns off crypto.

Incidentally, it's not encryption that's causing you trouble.
Encryption doesn't require a passphrase.  Signing messages requires a
passphrase.  So I'd suggest shutting that off, instead of encryption.  :)
