The default location is %APPDATA%\GnuPG. %APPDATA% usually expands to
C:\Documents and Settings\<username>\Application Data. So the default location
for gpg.conf as well as the three keyring files, pubring.gpg, secring.gpg, and
trustdb.gpg, is C:\Documents and Settings\<username>\Application Data\GnuPG.
gpg.conf is nothing more than a plain text file. If it doesn't exist you may
create it with any text editor, eg Notepad, or you can download the "starter
gpg.conf" from Enigmail's GnuPG Installation and Configuration for Windows Users
page, http://enigmail.mozdev.org/gpgconf.html.
A sample conf file would be:
default-recipient-self
keyserver pool.sks-keyservers.org
default-cert-check-level 3
keyserver-options auto-key-retrieve include-revoked include-subkeys
no-mangle-dos-filenames
no-secmem-warning
