[Enigmail] Per-Recipient Rules Editor Overview

There should be, at the bottom of the OpenPGP Preferences panel, a
square button named 'Display expert settings'.

Mark it, and the panel should show the other options available.
Go to 'Key Selection' and choose either 'By preset rules only', or 'By
rules and email addresses'.

Any of those two settings should enhance (enable) the large oblong
button 'Edit Rules...'.

That's how it works with Enigmail 0.95.5 and Thunderbird 2.0.0.6 under
MacOSX.

I know that the current Enigmail release for BSD 6.2 is 0.95.1, and I
hope you can find that 'Display expert settings' button
