Not an IMAP user, but this problem's showed up before.

OpenPGP --> Preferences. If there is no 'Advanced' button, check the box
"Display expert settings".
Click Advanced, then the Advanced tab.

I suspect the bottom setting "Only download attachments when opened
(IMAP only)" is checked.

Clear the check box and click OK.
