Only if the Email is Encrypted to the recipient's public Key.

As stated above, OpenPGP uses 2 Keys.  The Recipient's Public Key and
the Sender's Private/Secret Key.  An Encrypted Message, File cannot be
read by anyone who does not posses the Secret half of the Public Key to
which it was encrypted.

No other Program is required; however, many do use a Frontend Program
[such as Enigmail] to access GnuPG for Encryption/Decryption.
