usually a box showing the Unicode number only appears when the font used
doesn't contain the letter requested, instead the Unicode number is shown.
However, without having checked, I doubt that the code of „ă” is 0003.
In short: no idea.

But I'd like to add another Unicode question: could anyone point me to a
good free text editor for Windows with Unicode support that one can edit
multiple documents in parallel and that has a built-in RexEx-capable search
function that is more or less self-explanatory?
