This is problematic if enigmail ever exposes the gnupg output to the
user, though.  in that case, it should use the user's locale.

Patrick, if you think gnupg should emit something parseable about
locking on (for example) the --status-fd, it'd be worth bringing it up
on gnupg-devel.  It's a reasonable development community.
