My Country is independant of the International Site options. Each setting has a different list, but if you've setup a different site to use besides google.com it will use that.

Would the fact that the button is now called 'gbsearch' instead of plain ole 'search' help you out? :)
See bug 6257 for why that change was made. Do you have some css that points to a 'search' button?
