I made some progress on this, but I still have a blocking problem.
The progress is that the parameters for the player don't need to be on
the querystring. That helps, since data urls don't have querystring,
width="17" height="17" VIEWASTEXT>

Now the problem is that if I replace
nothing is loading.
Does that mean that Flash is using its own url loader instead of
Firefox's, and thus doesn't support "data:" urls?
