Most likely the issue is due to permissions.  If you installed Firebird 
globally your user account likely does not have permission to install 
search-plugins.  See http://bugzilla.mozilla.org/show_bug.cgi?id=123315 
for more information on this topic.

If you can, try changing permissions on the searchplugins directory of 
your firebird installation, so that all users can write to it.
