It was long ago decided by a few developers, I think. Since there was
no end-user focus, mostly developer only search-plugins were chosen. A
bug http://bugzilla.mozilla.org/show_bug.cgi?id=213822 was filed to get
a few search-plugins for end-users in there, but because it was a
blocker and it asked in general to clean things up, it ended up marked
as a dup of http://bugzilla.mozilla.org/show_bug.cgi?id=225490 and the
only plugin that came out of it was askjeeves. It is kind of sad really.
