I've run into this sort of problem as well. I think if you have two or
more different plugins which use the same base URL in the 'Action' then
it will use icon for the plugin nearest the top of the alphabetically
sorted list. Interestingly, if you select both plugins for a
multi-engine search then it picks the correct icon in the 'chrome' display.
I'm not aware of any work-around for this, I just live with it. Sites
using "Atom Search" have the same problem.
