Either the profile chrome.rdf or the application chrome.rdf should
contain a <description> element like this:

<RDF:Description about="urn:mozilla:package:mnenhy-codecs"
   c:baseURL="resource:/chrome/mnenhy/content/mnenhy/codecs/"
   c:locType="install"
   c:name="mnenhy-codecs"
   c:displayName="Mnenhy - Text Codecs"
   c:author="Karsten Düsterloh &lt;mnenhy at tprac.de&gt;"
   c:authorURL="http://mnenhy.mozdev.org/"
c:description="Text codecs like ROT-13, Kenny or encodeURI"
   c:extension="true"
   c:version="0.5" />

The baseURL attribute will either be a file URI or a resource URI, most
of the time included in a jar URI.
