Charles, I'd like to publicly apologize about this.  I agree that a
mozdev admin should contact an owner before making a change to the
project's ownership.  I didn't this time because the last commit was
shown to be in 2005 and I was assuming it had been abandoned.

To prevent this happening in the future I think we need to have a
clearly defined adoption policy that is made available to all project
owners.  In the past I've handled adoptions informally and have not had
any problems, but it is clearly time we made this an official policy.
