I think 30 days is sufficient to cover the people who might (1) go on holiday and not check email and (2) have a backlog of emails to read before following up. But that's just my personal opinion and no more important than anyone else's.

This is irrelevant to me. Mozdev should be the one doing the contacting of the project owner, not you or other users.Your email might have made it straight to his spam folder for all we know.
I see you've overlooked my comments about:
1. stable projects which, due to their maturity and their original goals having been met, have little or no further activity
2. differences of opinion on goals/directions that a project should take, leading to an aggressive project owner trying to wrest control of a project from a project owner who believes his project is stable/mature and does not need further development
3. a project owner's nefarious attempts to take over a competing (but inactive) project
