[Project_owners] Making mailman less annoying

Maybe it is just me, but it seems that mailman can be a little annoying
in the amount of admin email it sends out and the amount of
questionable mail it holds for moderation.  I wanted to get a
discussion going here to see what sorts of configuration changes people
have made to their lists that you would recommend to others.  I'd also
like to take the most useful changes and set those as the default for
new projects.

I listed a few configuration changes that I think would improve things
at the following bug.  Hopefully these changes will make the lists more
useful for people instead of making the lists something that new owners
ask to have turned off a few days after their project is set up :)
