Isn't that a little weird? I mean, why have a parameter to delay the
downloads feed if the actual CVS commit will still show up in the CVS
commit feed?

Without a policy for this 'grace period' of 4 hours? I would say; use
the main mirror for emergency updates only, otherwise wait for the
download mirrors to sync first before releasing new versions i.e. either
filter the downloads directory out of it, or make the delay work for both?
