Mirror information can be found in two places right now:

http://mirrors.mozdev.org/
http://www.mozdev.org/docs/download.html

The answer to your question seems to be: "It can be as quick as the top
of the next hour, yet with some servers you may see a delay of up to 8
hours."  These docs are somewhat out of date though, so this
information might have changed.
