It sure seems like an email to the project owner inquiring as to the
status after a period in inactivity would be the best approach. Couple
that with a script to read the subject line(just to automate things) of
the returned mails would give you a status update that comes from the
developer and you would know to some degree of certainty of the owners
intentions.
