Bugzilla sends the search results page as a multipart/mime HTML page, so it 
definitely does have two <html> blocks; one for the "please stand by..." 
message and one with your search results.  The "WARNING: YOUR
BROWSER DOESN'T SUPPORT THIS SERVER-PUSH TECHNOLOGY." message is for browsers 
that don't support multipart/mime web pages, so you normally won't see the 
content in a normal browser window unless the connection gets interrupted.

As far as the commented out HTML goes, it's probably just some debug someone 
left in or a quick way to disable bugzilla for maintenance.

A bugzilla 3.0 upgrade is in the works and should be coming along soon, so 
there has been some templating cleanups along with it that should make that 
commented-out HTML go away.
