[Project_owners] How to get the maling list pass ?

Personally, I'd like to try to fix this problem by making mailman less
aggressive about sending out admin emails and making it more aggressive
about automatically discarding suspicious email.  

I'm not opposed to giving people the option to choose the tools they
want, but it can also be a problem giving people too many choices (or
to put it another way, having someone figure out if they want CVS,
Subversion, Mercurial, Bugzilla, Mailman, Blogs, Wikis, Forums... could
make the project request form very confusing).
