[Project_owners] Moderator Authentication

Mailman handles passwords is a strange way.  There's a different
subscriber password set for every list someone is on and there's a
separate admin password for each list.  So someone with two projects
who is also on the project_owners at mozdev.org list will have 5 mailman
passwords (3 for the lists they're subscribed to and 2 for the lists
they admin).

Having multiple passwords for a project on mozdev can be a pain and it
is something we have on our roadmap to deal with.  For now, we work
around this when setting up new projects by using the same password for
new CVS accounts, bugzilla accounts and mailman admin access.  This
doesn't solve the basic mailman issue though.
