It doesn't require any time, but it does require that your project is on the 
active projects list (http://www.mozdev.org/projects/active.html).
In order to get your project on the active project list you can make a commit 
to CVS, modify a bug in bugzilla, or we can send a reactivation email to you 
that will keep you on there for 6 months.
